Color code the tools that ONLY work on the image layer. A colored dot would do it. It would be less confusing.

On the image layer, you can use all tools. So the information you request is not actually needed.
If you are on an adjustment layer, then the tool which can be used on this layer should be marked. This would be helpful. And this is already the case, the tools are marked with a brush icon behind the tool name. see attachment
