Output Crop Tool Constraint when both H & W in Export recipe (is this a bug?)

When I specify a Export recipe where I have "Scale" set to "Width x Height" and then I select "Output" with the Crop Tool, I would expect the crop retangle to be constrained to the ratio I have set but it does not. It acts unconstrained and I have to fiddle with it to get both values displaying correctly during cropping. If I get close but not perfect, I get a scaling warning. The Crop Dialog box will show the correct size I desire but I have to touch one of the values to have the crop box set to the proper ratio in the crop tool.

Current workaround

(1) Nudge with mouse until values are correct; (2) Get the crop close with the cropping tool, then go to Crop Dialog box and retype one of the values to get the box to the correct aspect and then adjust final positioning with the crop tool.
