sub-second variable for renaming and incremental ingest - new files only

Please add the subsecond variable to renaming images in the culling panel. This will eliminate file confusion completely as a workflow into delivery and archive.

Also, to offer a complete culling system workflow, please add incrememntal ingest, so that only new files are copied into the session.
