Black and white layer Merged

Can we have black and white layer function - So say we wanted to darken the sky using a red filter but dont want the sea jet black.

Current workaround

Its a real botch and chore - but in the above example to avoid the jet black ocean can be achieved by creatiing a layer for the ocean and changing the colour so its not effected by the red filter- like I said a Botch and Chore.
