Enabling the mouse wheel for scrolling in the toolbar in Windows

When using smaller displays, I often have to scroll in the toolbar. It would be very helpful if you didn't have to click on the handle to drag, but could simply scroll using the mouse wheel when the mouse pointer is over the handle, similar to how the values in the input fields can be easily changed when the mouse is over them. It would also be desirable to have the browser and toolbar automatically hidden in Windows. Both of these features would significantly speed up the workflow and make it more convenient.
