Retouching does not copy over

There was a problem before and apparently it was solved in previous versions, but came back in 16.7. Retouching settings copy over, however are not applied. No matter which way I copy setting, with shortcut, sync all setting or sync just the retouching - setting show up as dialed in, but have no effect until I click at least one slider in retouching tools - then they all are applied.
