I frequently use the luma range in a specific area on 16.5.17, and it was great. On 16.7, it has gotten complicated. I often draw a mask on a piece of clothing on a laydown, and I can easily customize it. Now it seems more global and not very easy to use. I really liked it being in the Layers window too!

In case you haven't found this out yet, do you know that you can get the exact same functionality as before by defining a "default" mask combination?
If you click on the small arrow down next to "Combine masks", choose intersect + luma range and then click on "set as default"
You will see that the button becomes a "Luma Range" button, just like before:
