Separating The Enhanced Denoise Panel

Currently the enhanced denoise option is part of the Noise Reduction panel in the interface. This means that if I have a layer selected and move to the sharpening tab, I can't select the Enhanced Denoise. I have to go back to the Editing tab and select the image layer. It feels like the Enhanced Denoise tool should be like the Black and White tool and be able to be applied without regard to the layer, since it is not a layer/selection-based setting. I understand that this is a design decision but I think it will reduce some steps I encounter now to have it separated so that I can apply it without regard to the current layer, like Base Characteristics, Black & White, Dust Removal, etc.
