Multiple tool tab columns for Dual Monitor setup

Using a Dual Monitor setup with large viewer on one monitor means that you don't need the viewer on the other monitor and that space could include more open tool tabs. (See attached)

Current workaround

Have to set manually create and align floating tools over the redundant viewer area and save workspace. Doesn't work as well as extra tool tabs though
