Not so much of a problem here, but I would consider it a nice and helpful feature if the name of a new layer is auto-selected so that you don't have to click on the name to select it in able to change it. It would also encourage people to change the name of the layer from the insignificant layer 1, 2, 3 into something that actually helps the workflow by keeping track of what you're doing.
When was the last time you were affected by this lack of functionality, or specific tool?
Every time I make a new layer.
