Markup Mode Merged

We need a markup mode that will allow me to leave notes / mark up photos for a retoucher. Something that can be easily toggled on/off across all photos. I'd like to be able to leave text notes as well as a "pen mode" so I can draw right on the photos. They should be able to toggle markups on individual photos and across all photos with one click, like turning a layer on and off. Then I can send the Capture One file + RAWs to my retoucher.

Current workaround

I currently screenshot images and upload them to a third party app like Canva or Google Slides and mark up on there. Then I export as a PDF and send with exported TIFFs to my retoucher.
