C1 layers are great feature and allow me in many cases to be able to avoid going to Photoshop for local adjustments. However, when using a Wacom pen I find that there is no good option to zoom quickly and efficiently. Zooming with the mouse scroll weel is great, but there is no analog for pen. Photoshop has a great Zoom functionality for pen - hold Z on keyboard and slide pen right or left for zooming in and out. Basically, when you are doing local adjustments you zoom and move the image all the time, so it is extremely important to have a good functionality for that. I am currently avoiding on using C1 for local adjustments just because of the lack of good zoom feature for pen.
Intuos Pro: I use the . (100%) and , (fit) for quick zoom. Additionally, I map the top button on the stylus to Scroll. So [top button] + [option] + drag the pencil up or down scrolls in/out. This latter is the same as your Z + scrub on PS. You can map the stylus buttons in the Wacom settings app.
