Automatic select tool when using guides

What problem do you see this solving?

I have noticed that the Guides tool isn't automatically coupled with the Select tool, that is whenever I'm using another cursor tool, usually pan, I have to press V (or click on the Select tool) to be able to move the horizontal or vertical lines. Coupling the Guides tool and the Select (V) cursor tool to let you move the guide's vertical and horizontal lines immediately would improve the tool's overall efficiency.

When was the last time you were affected by this lack of functionality, or specific tool?

Whenever I need to use the Guides tool, that is quite regularly.
