I used to have a keyboard shortcut assigned to selecting Background Layer, which was handy if I wanted to make sure I was on that layer and not still editing an adjustment layer.
When was the last time you were affected by this lack of functionality, or specific tool?
Since the Background has been named Image Layer, it seems like the ability to select it with a shortcut has gone

You should be able to set a keyboard shortcut for this already. If you go to Edit keyboard shortcuts, it's not in an obvious place, the Layers section, because it's not a command on the Layers menu. But if you scroll down to the Other section in Edit Keyboard Shortcuts, and find the Layers section within that, it's there. It still calls it the background layer, but I've tried it and it works.
