What problem do you see this solving?
To increase cropping speed for those who are editing large amounts of photos; it is more time effecient to change the crop area by use of the mouse scroll wheel, rather than to "drag" the crop area corners each time we need to crop.
When was the last time you were affected by this lack of functionality, or specific tool?
I could use this improvement all the time.

I came here to suggest this - For example something like holding ALT when you're in the crop tool, then wheel the mouse up/down, it should zoom the image in and out within the crop area.
Then you can basically blast through cropping and reframing images with the minimum of mouse movements.
